Yeah, you can't recycle those bags. My mom resuses the small bags that hold the actual milk. She cuts the whole end open and uses them as sandwich bags or to freeze meats in one pound portions. I think a lot of people resuse the big outer bags too. They're a good size to carry a lunch, or to cover a pie.
You can't recycle a lot of things here that I wish you could. Some grocery stores have a drop off bin for grocery bags. We can't recycle bags, and some grocery stores make you pay 5 cents for a bag. But again, I think a lot of people reuse the bags at home... for garbage bags, or lunches, or whatever.
The only thing we have to pay a deposit on is beer. We get the deposit back when we return the bottles to The Beer Store. If there was no deposit, I'm sure that a lot of people would recyclye them anyway. Recycling is free and easy here... you just throw the recyclables into a bin and put it on the curb on garbage day.
